China - Vietnam road freight, door to door, customs cleared at both ends

Door-to-door road freight from China to Vietnam, customs cleared at both ends. Two consolidation warehouses in Dongguan and Shaoxing, from a few kilograms of samples to a full 45ft container. The import declaration is filed in your company's name; when you hand the filing to us, the shipment is customs cleared at both ends and you do not deal with customs yourself.

The 12-step process from the seller's warehouse to yours

Of the 12 steps below, you handle three: sending the shipment details (step 1), filing the import declaration (step 8) and sending us the cleared declaration (step 9). We handle the rest, from receiving the goods in China to delivering them to your warehouse. The China leg is handled by Nanjing Luchi International Logistics Co., Ltd.; the procedures at the Vietnamese border gate and the inland leg in Vietnam are handled by Giang To Vien Duong International Transport Co., Ltd. (Luchi Vietnam). The two companies are separate legal entities within the Luchi International Logistics brand.

China - Vietnam door-to-door import process diagram, 12 steps in three stages, Luchi Vietnam

Leg 1: in China

  1. You send the shipment details, confirm the quotation and give us the contact details of the seller (shipper) in China.
  2. We guide the seller to deliver the goods to our consolidation warehouse in Shaoxing or Dongguan, or we send a truck to collect them at the seller's address.
  3. The goods are received, weighed and measured; we issue the waybill based on the warehouse measurements.
  4. We prepare and check the import and export document set, advise on international payment terms and handle the full export customs procedure at the China end under the exporter's authorisation; the seller may also file the export declaration itself. A seller without export rights can still be supported so that the goods are exported in line with the rules; send us the details and we will look at the specific case.
  5. Where the shipment needs a Form E certificate of origin, we prepare the file and apply for Form E in China, so that you can submit it with your customs file when claiming Vietnam's special preferential import tariff. Other C/O forms are covered by our certificate of origin service.

Leg 2: at the land border gate

  1. The goods travel by road to the Mong Cai, Chi Ma or Huu Nghi border gate. Mong Cai is the default gate; when conditions at Mong Cai do not suit the shipment, we switch it to Chi Ma or Huu Nghi.
  2. We send you the waybill and the arrival notice, with all the information needed to file the import declaration.
  3. You file the import declaration, complete customs clearance and pay any duties assessed on the declaration. The declaration is filed in your company's name. If you hand the filing to us, we file the import declaration and act as customs broker for your company, at both the local customs office and the border gate customs; the shipment is then customs cleared at both ends.
  4. You send us the cleared declaration and a signed letter of introduction. These two documents are the basis on which we act for your company at the border gate in step 10. If they arrive late, the truck waits at the border gate and a daily truck detention fee applies; if the goods have to be unloaded into storage at the border gate, handling, storage and unloading procedure fees are added. The way to avoid these fees is to prepare your import declaration file and the letter of introduction as soon as you receive the arrival notice in step 7.
  5. We receive the Chinese vehicle entering Vietnam, supervise loading and transloading, complete the customs supervision procedure at the border gate, seal the cargo, and pay on your behalf the customs procedure, border guard, quarantine, yard and transloading charges.

When the declaration is assigned to the red channel, physical inspection takes place in one of two ways. In the first, border gate customs inspects the goods at the border gate, issues the clearance decision once the inspection is complete, and the truck departs. In the second, the goods are moved to the inspection site of the local customs office: we handle the procedure at the border gate to transload the red channel goods onto a separate truck and seal it with a customs seal; once transloading and sealing are done, the truck carrying the red channel goods heads to the inspection site and the truck carrying the rest of the cargo departs at the same time.

Leg 3: in Vietnam

  1. We move the goods to our sorting warehouse in Que Vo Industrial Park, Bac Ninh.
  2. At the warehouse the goods are unloaded, sorted, split by route onto smaller trucks and delivered to your warehouse.

Transit time and what slows a shipment down

With a complete and valid document set, the time from warehouse entry in China to delivery at your warehouse in Bac Ninh, customs clearance included, is 3 to 4 calendar days from the Dongguan Warehouse and 4 to 5 calendar days from the Shaoxing Warehouse. Goods that reach the Que Vo warehouse are delivered the same day to the northern provinces.

Actual transit time is longer when the border gate procedure takes longer, usually because:

  • the import declaration has not been cleared when the truck reaches the border gate;
  • the declaration is assigned to the red channel and the goods require physical inspection;
  • border gate customs selects the goods at random, under its risk management system, for scanning or manual inspection;
  • the border gate is congested by a sudden rise in volume, especially in the farm produce export season, when trucks carrying farm produce are cleared first and ordinary cargo waits.

The all-inclusive quotation and possible extra charges

Our quotation is all-inclusive and covers the charges we pay on your behalf at the border gate in step 10. Import duty and import VAT, where applicable, are not included; your company pays them under its own declaration. Apart from the items below, we charge no surcharges, and these items are disclosed from the start:

  • truck detention or unloading into storage at the border gate when the step 9 documents arrive late;
  • delivery to multiple addresses;
  • handling of cargo with problems, such as re-sorting, labelling or repacking.

Information to send in step 1

Many shipments are delayed at step 1 because information between the Chinese seller and the Vietnamese company does not flow: there is no correct name and number for the person in charge of the shipment on the seller's side; a truck is booked before the goods are ready; the seller has many orders at once and the details are unclear, so when we call, the seller does not know which shipment we mean. To avoid these situations and to get the quotation right the first time, tell us in step 1:

  • the name and phone number of the person in charge of the shipment on the seller's side;
  • the date the goods are ready;
  • the order number, or the reference the seller uses for the shipment;
  • the city where the seller's warehouse is;
  • whether the shipment needs a Form E certificate of origin, and whether it goes to one address or several.

You can send your shipment details for a quote directly on the website.
