We prepare the complete Certificate of Origin file for exporters in Vietnam. You send us the source documents, we build the file and submit it. Everything is filed under your own company account, and you keep the original documents and the control.
We also accept shipments we do not carry. You do not have to be a freight customer of ours to use this service.
We work in Chinese as well as Vietnamese and English. Document checklists, instructions and correspondence with your documentation team are available in a Vietnamese and Chinese bilingual version. Chinese owned factories in Vietnam do not need a translator in the loop.
Three reasons a C/O application gets rejected
1. No documents proving where the input materials came from
The import declaration for the raw materials is missing, the input invoices are missing, or the documents exist but do not match the bill of materials that was declared.
2. The materials do not meet the change in tariff classification rule
The imported material and the exported finished goods fall under the same HS heading. This has to be proved with a CTC origin criterion statement (CTC stands for Change in Tariff Classification), a separate document that we write, matching the HS code of each input against the HS code of the finished product under the classification change rules.
3. The production process is treated as simple assembly
Too few operations are performed in Vietnam for the goods to acquire origin there. This is the hardest one to fix, especially if it only surfaces after the shipment has left.

What the factory photographs need to show: the company sign, the raw material storage area, the production area, the finished goods storage area, and the individual production steps. Phone photographs are fine, professional shots are not needed.

Our company is exporting for the first time. What comes first?
Before a company can obtain its first C/O, it has to complete exporter registration with the issuing authority and wait for approval. Until that is done, a C/O application cannot be submitted at all. Many companies do not know this step exists, discover it once the goods are ready, and the shipment is held up waiting for approval.
What exporter registration asks for: business registration details, information about the production site, floor area of the workshop, list of machinery and equipment, number of workers, monthly output.
We handle this step for you. The first shipment therefore takes longer than the ones after it. We tell you the expected timeline as soon as we have the complete information, rather than letting you find out late.

Before submission the file is cross checked for consistency between the bill of materials, the production process and the input documents.
How much duty a C/O actually saves depends on the HS code and on the tariff schedule in force in the importing country. We check that against your specific goods before we answer.
Form E issued at the China end
For goods you import from China into Vietnam, we obtain the Form E certificate at the China end. Luchi International Logistics has its own legal entities in all three countries on the route, China, Vietnam and Cambodia, so this is handled inside the group rather than through a third party.
We take care of the export customs formalities at the China end under authorisation from the exporter. The certificate is issued the same working day if we have the complete information before the issuing authority in China closes. Later than that and it moves to the next working day.
Form E at the China end comes with shipments we carry.
You only need to do three things
- Once: authorise us to file the export declaration and apply for Form E, done through the China Customs system. No need to repeat it for later shipments.
- Each shipment: send the invoice and packing list, plus the product details required for the declaration.
- Before we file: we send you the draft export declaration. We only file officially after you have checked and confirmed it.
We do the rest: issue the bill of lading after the cargo is received, counted and weighed at our warehouse, file the export declaration, and apply for Form E. The cleared declaration and the original certificate are sent to you together.
If the seller in China does not hold an export licence, we can still move the goods to Vietnam. Contact us and we will look at your particular situation.
Form B for goods exported into a bonded warehouse
Luchi Vietnam has advised on the procedure, the forms and the way the documents need to read, and obtained a Form B certificate for goods exported from a factory in Vietnam into a bonded warehouse. At the time the procedure still had a number of unresolved points and very few companies were able to see it through.
This case needs one document a normal export does not: the bonded warehouse receiving note, scanned with signature and stamp. We already have the procedure and the forms for it.
One off shipments and regular exporters
Our C/O service is built for regular exporters: we set up your document template once and reuse it, so processing gets faster from the second shipment. One off shipments are accepted. The first file costs more than the ones after it, because the document set has to be built from scratch.
